Senator Waqar Khan Mansions accumulated from corruption & bedazzlement in Pakistan Public funds.
During the summer of 2007 the Khan Family was staying in London. There were several meetings in June 2007 between the Khan Family and personnel of the Bank.
There was a meeting on 8 June 2007 involving Laurent Kuster and Markus Rau with Senator Waqar Khan at one of the Apartments. This was an introductory meeting at which Senator Waqar Khan did most of the talking and described what he was looking for in general terms. He explained how the Khan Family owned the Apartments and a property in Bishop‘s Avenue which they were looking to re-finance. He expressed a positive view of the London property market and mentioned that they were planning to acquire another property in Bishops Avenue and to rebuild their existing property there. He said that they wanted a facility of £100,000,000 which Laurent Kuster and Markus Rau mistakenly understood to reflect the market value of the properties which the Khan Family already owned. He said that he wanted a 100% loan to value ratio (―LTV) and that they currently paid 0.65% above Libor. Laurent K uster explained how the Bank‘s LTV was generally 70% and their lending rate 1-1.5% above Libor. He said that he would nevertheless take the request back to Geneva to be discussed internally with the Bank‘s decision makers. He also explained that if the Bank was to provide mortgage financing it would expect to be provided with investment business as well. Senator Waqar Khan indicated a willingness to do so and mentioned investing on a capital guaranteed basis with a good return. There was no discussion of investment products. Senator Waqar Khan expressed a desire for the Bank to proceed quickly and that he would need to see a Term Sheet by the following Monday.
Laurent Kuster replied that this was ambitious but that they would do their best. At the conclusion of the meeting Markus Rau summarised what the next steps would be and said that they would take the information back to Geneva and come back to him with a response.
The need for CRM approval and independent valuations of the properties was mentioned. It was made clear that Laurent Kuster and Markus Rau were not the decision makers.
After a subsequent telephone conversation on 13 June 2007, Markus Rau sent Senator Waqar Khan an email of 15 June 2007 describing the process of obtaining a loan from the Bank and providing ―a summary of the outcome of our initial considerations.
Under the heading, ―Approval to be obtained from our internal Credit Risk
Management, there followed a series of assumptions as to the extent of the lending which depended upon whether the properties discussed were valued at £100,000,000,£75,000,000 or £50,000,000
The information to be obtained from the Khan Family, including:
―Updated evaluation for all properties as discussed on phone on Wednesday.
It then described the next steps as follows:
―Workflow for mortgage transaction after obtaining above information
• When all details needed are received, we will finalize the Credit Report and submit it to CRM for conditional approval (based on MV assumptions)
• Upon conditional approval, we will prepare a non-committed term sheet
• Upon client agreement with the term sheet, we will arrange a property appraisal-any existing valuation to be submitted to CRM Real Estate in London for acceptance.
Nasim Ahmad and Don Ventura also came over to London during June 2007. There was a meeting between Senator Waqar Khan, Nasim Ahmad and Don Ventura at one of the Apartments with dinner afterwards on 27 June 2007.
Don Ventura was the Business Head of PWM Global South Asia in Geneva and this was a ―meet and greet meeting. Senator Waqar Khan explained what he was looking for the Bank to provide. He mentioned the Apartments and Dryades, re-financing and the Khan Family‘s plans to develop Dryades.
He also mentioned the planned purchase of No.58 and that this provided a possible financing opportunity for the Bank to participate in.
He spoke of investing funds with the Bank which would be capital protected and provide a sufficient return to cover part of any loan interest.
Who is Senator Waqar Ahmed Khan ?
His objectives are: to boost national development through prioritization of core multi-sectoral infrastructure.
Senator Waqar Ahmed Khan was born on July 20, 1963 in Dera Ismail Khan (North West Frontier Province (NWFP) of Pakistan).He was elected to the Senate of Pakistan for the first time in 1994 as the youngest ever member of the Upper House of Pakistan’s Parliament for a six years term. He won by an over helming majority, securing the largest number of electoral votes from the provincial assembly of NWFP.
He is son of Senator Gulzar Ahmed Khan, an eminent political personality of Pakistan. The Senior Senator Gulzar Ahmed Khan held key Federal Ministries in the Government of Pakistan and remained special assistant for provincial coordination to the Prime Minister of Pakistan.
The family has a historic parliamentary representation in the Upper House as Senator Waqar’s father Gulzar Ahmed Khan and his uncle Mukhtar Ahmed Khan were elected to the Upper House where as his mother Mrs. Razia Sultana served as a member of the Lower House (National Assembly) of Pakistan.
The family created history when Senator Gulzar Ahmed Khan (father) and Senator Waqar Ahmed Khan (son) became members of the Senate simultaneously. Both father and the son returned to the Upper House of the Parliament as Senators from the North West Frontier Province again in 2003 by securing the largest number of votes from the provincial assembly of their home province, NWFP. It is unique example in the history of Pakistan that Ammar Khan, younger brother of Senator Waqar Ahmed Khan, has now been elected as a Senator from NWFP in March 2006 to join his father and brother in the Upper House of the Parliament. In 2005, Senator Waqar’s uncle and former Senator Mukhtar Ahmed Khan, was elected as District Nazim of strategically located Dera Ismail Khan.
Senator Waqar Ahmed Khan went to the prestigious Aitchison College for his initial studies where he rose to the college athletic team captain and won the many laurels for his institution at the inter college, provincial as well as national level competitions. Later, he proceeded to University of Miami from where he attained advance studies in Business Administration and Comparative Economic Systems, with specialization in business management organization.
Senator Waqar has a wide ranging experience and expertise on issues that are vital for Pakistan’s future, and, indeed that of the region. These include FATA and its political and economic challenges, as well as Energy and its different dimensions. Energy today drives regional economic cooperation, with Pakistan as the pivotal player.
Senator Waqar Ahmed Khan has tremendous interaction with multi-national companies as well as Development Financial Institutions (DFIs). He also has a vast experience in international and national political and economic strategic affairs.

At the beginning of the new millennium, Pakistan is poised to make major advances and join the ranks of the developed nations of the world. The economy is rapidly growing, foreign investment is increasing and the standard of living is getting better. Great problems still persist. These include poverty, lack of education, religious extremism and inadequate use of available natural resources especially water. As a representative from a part of the country that has not benefited as much
from the present economic growth, I am particularly sensitive to the issues that concern the ordinary people of Pakistan.One of the major reasons why I decided to participate in politics is to assure that all citizens of this country can equally enjoy the benefits of economic growth. To achieve this goal, I will continue to support the economic policies of this government, as well as the development programs that are in place. I believe that education is the key to further progress. As such I strongly support the idea of making education available to all segments of society, especially women. This is in my opinion one of the basic rights of all citizens. Most importantly, only an educated society can combat the dangers of religious extremism. It is also imperative to provide citizens with basic necessities of life; especially clean drinking water, affordable health care, affordable housing and opportunities to make a decent livelihood.
I also believe that it is vital for us as a nation to harness our great God given water resources. I strongly support the idea of building major and minor dams for storage of water for agricultural use as well as the production of energy. I believe Pakistan, today, will play a major role in its regional development. It is important in my opinion that exploitation of our natural resources must be done without causing damage to the environment we live in. Individuals or single political parties cannot solve problems that confront Pakistan today. It has to be a collective effort where every citizen is asked to participate. I will work to create an environment where all Pakistanis feel that they are stakeholders in the progress of this country.
It is my hope that one day we will have a Pakistan that is wealthy, strong, self confident and democratic. Where all citizens irrespective of ethnicity, religion, gender or the language they speak are treated as equal under the law.
